Bylaw Proposals
Bylaw proposals are to be voted on at the District Convention. This year we will be voting on five different proposals. All of these proposals can be found below!
Amendment #1: Defining the District Assistant Administrator(s) role in the Minnesota-Dakotas Key Club District
Proposal (Article V, Section 4f): The role of the District Assistant Administrator(s) is to support the District Administrator in carrying out any duties and responsibilities, providing assistance as needed to the District Board of Trustees to ensure the operation of the Minnesota-Dakotas Key Club District.
Amendment #2: Clarifying the Assistant Administrator(s) role in quorum
Proposal (Article VI, Section 3): All official actions of the District Board of Trustees between the Minnesota-Dakotas Key Club District Leadership Conference must be approved by a two-thirds (2/3) vote of the quorum of the District Board of Trustees. A quorum constitutes two-thirds (⅔) of the District Board of Trustees excluding the District Assistant Administrator(s)
Amendment #3: Defining the Committee of Resolutions (what it’s comprised of)
Proposal (Article X, Section 3): The Committee of Resolutions consists of the Elections Chair, Resolutions Chair, and Credentials Chair.
Amendment #4: Accuracy towards District Treasurer role and budgeting
Proposal (Article V, Section 4e): The District Treasurer will also be responsible for calculating and presenting budgets for all District Events, including in-person District Board Meetings.
Amendment #5: Change from 30-day to 14-day probation period
Proposal (Article VI, Section 6a): Whenever it appears to the District Governor that any District Secretary, District Bulletin Editor, District Treasurer, or Lieutenant Governor is failing to perform the duties of their office, the Executive Board will discuss the board member in question’s performance and then vote on whether or not they should place the board member on a probation period of 14 days in which they will be expected to perform all assigned duties on time. The duration of the probation period may be modified at the discretion of the District Administrator in accordance with any applicable Policies and Procedures of the District Board of Trustees.
